Canon: Tolkien's The Lord of the Rings trilogy; more specifically "The Fellowship of the Ring." (Note: He appears in The Silmarillion and The Hobbit as well, but his canon point is during the LotR trilogy.)

Age: ~6500, looks to be 30-35 or so.
Gender/Sex: Male
Appearance: Elrond stands at just a few inches over 6' with grey eyes and has long, straight, dark hair that is usually pulled back in intricate braids. (Sometimes. Then there are days he doesn't feel like braiding it.) He looks healthy and fit: broad-shouldered but not bulky, lithe but not too lean.

History: Elrond and his twin brother Elros started life in Sirion and they lived there for only a few years before the Sons of Feanor sacked Sirion in an attempt to take the silmaril from the possession of their mother, Elwing. The boys were taken by Maedhros and Maglor and were raised by them. At the end of the first Age, Elrond and Elros were given a choice: live as an elf or choose a mortal life. Elrond chose to be numbered with the elves, while his brother chose a mortal life.
Elrond settled in Lindon for some time, working closely with Gil-Galad to secure Arda against the forces of darkness that would occasionally disrupt the peace. In fact, it's during one of those battles that Elrond is forced to retreat, and the haven of Imladris is established in a valley. At first, it wasn't much more than a place that the retreating army could rest and recover, but it eventually became, with Gil-Galad's blessing, a stronghold of elven forces. During this time -- in order to strengthen Imladris, I believe -- Elrond was given Vilya, one of the elven rings of power. The Second Age ended after an alliance between men and elves marched on Mordor. Sauron was defeated after seven years there but Sauron's ring of power was taken by man -- and that would cause problems down the line.
For a time, there seemed to be enough of a peace that Elrond was comfortable starting a family. He married Celebrian, daughter of Celeborn and Galadriel, and had three children: twins Elladan and Elrohir and daughter Arwen. Celebrian, traveling between Lorien, her parents' homes, and Imladris is taken by orcs and, though rescued, never recovered. Even with the strongest of healers in Middle-Earth attending to her, her mind and body could never fully recover and she sailed West. These were, I'm certain, dark times for all of Imladris -- and for Elrond as well. It was also near this time that Elrond began to provide haven for the descendants of his brother: the true line of kings of Gondor. He also provided direction and respite for Bilbo Baggins and the dwarves as they made their way toward the Lonely Mountain.
Sauron's ring surfaces again, this time in the possession of a hobbit. When it comes to Imladris, Elrond hosts a council of the free peoples of Middle-Earth and a Fellowship is formed to take the ring back to Mordor, to cast it into the fires of Mt Doom.
Personality: While mostly reserved, Elrond does go out of his way to try to make people feel welcome. He's a good negotiator and diplomat. He is wise, able to take all his lifetimes of experience and apply it to the situations at hand. Above all, people are important to him. Lives matter and that defines who Elrond is.
Elrond brings new meaning to the word "even-keeled." He is not easily riled, nor is he insulted easily. He will counter vitriol with invitations to dinner. He is not easily trampled over, however. His kindness is not weakness and his way of deflecting any offense is a tried and true diplomatic tactic. While his generosity is near legendary, his stubborn nature almost eclipses it.
He is stubborn and taciturn, willing to dispense advice but rarely willing to speak of himself or his own history. He knows full well the dark paths that men and elves can follow; he's seen it firsthand. There is a part of him that is bitter and ready to sail, to leave Middle-Earth behind because sometime it seems as if only darkness is left. His kindness and generosity are almost a determined front, a way to hide the darkness in his soul away from those who might look too deeply.
And good luck getting him to admit to it because he is not easily turned from any path. It's deceptive, his particular way of staying his course; he will, insofar as he can, remain as gentle-souled as possible while adamantly seeking the path he thinks is right. Only a select few in Middle-Earth could ever halt his steps. (Galadriel is one, Gandalf another. Celebrian could, sometimes.)
Lives matter, and Elrond would -- and probably has -- put others' well-being over his own. Stubborn selflessness may be the mark of a great healer, but it is also the mark of a weary one, after a long day or long battle.
In short: reserved, wise, selfless, a bit secretive, and stubborn as hell
Abilities: As a note, Tolkien was the vaguest of vague when it came to explaining the abilities of elves. Inferences can be made from canon and I will gladly work with mods and fellow muns so as to have some consistency between canon-mates (and to negate possible godmode stuff, thanks to Vilya and its unexplained power.)
:: Above (human) average stamina and strength. Elves can move faster, are less affected by environmental changes, and heal a little faster than the average human.
:: "Judging" and Telepathy. Telepathy is what it says on the tin, though, in this case, only with fellow ringbearers. He can usually sense a person's intentions, for good or ill -- but only in very general terms and it isn't always the most reliable.
:: Healer of mind and body. Elrond can "tap" into that same power that comes with being an ages-old elf and hasten healing of injuries to both mind and body. This isn't a fix-all, mind you, and Elrond supports his healing with a hefty knowledge of anatomy and herbs and more mundane ways of aiding healing.
::Soldier. Having commanded armies and been under siege, he knows how and when to fight. He'd rather not but he can. He will. He's an excellent swordsman, good commander, and probably has some skill with a bow. He knows strategy and tactics as well as he knows how to wield a sword.
And then there's Vilya. For the most part, Vilya, called the Ring of Air, enhances Elrond's own abilities. He could likely use it to more directly affect the environment, but a de-powering would negate that effect. At the 20% mentioned, it would serve as more of a focusing tool for Elrond's own abilities.
Inventory: Aside from the clothes on his back, he'll have Vilya with him. Other than that, it's simply him. (As a note: I'm willing to work with other muns and mods re: Vilya's vague not-really-described powers.)
